Director of the Asian Pacific American Legal Center, Stewart Kwoh, right, introduces California Assembly Speaker Antonio Villaraigosa to Asian American media professionals gathered in the financial district to hear a promotion for the 2000 U.S. census Thursday, July 22, 1999. The speaker urged the participation of minority groups traditionally undercounted by census-takers. Noting that higher population figures mean more federal dollars, he requested that the media help to spread the word: "Part of the role of the media is to criticize government, but another part, an important part is to be a booster."
